So, do not trust them if they suddenley said the metter was broken out! If they did so, you can call their operation center ( But actually not all of them can provide English language service) You'd better call your friends(if you have) and make sure how much it should cost. Additonal point want to remind you, bad taxi drivers will intended to chose the incorrect way to charge you more! Sometimes your destination is not far away but they will keep you going around of Shanghai!
