In this case it is called "separation of powers". This separation of powers is derived from the Constitution of United States. I think in Chinese is called "Tian Fa", not only applies to federal government but also applies to State and City level government as well. In this case, Governor and Legislative branch of government showing their strong disagreement. Both Sides temporarily comes to an impass.
